This resident of Boulevard Bel-Air knows very well these animals, a dog and his three puppies, who were taken by the police and the SPA on Monday July 25 from the apartment in Limoges where they were almost abandoned, living in their dirt . , without water and with little food.

These animals, Elisabeth and another neighbor, Angèle, took care of them in May. “It was May 7, said Angèle. The neighbor left the keys to the apartment with Elisabeth, saying that she had to leave for two days because of a family problem. The neighbor opposite entered the apartment and discovered a dog and her eleven puppies, locked in a room, in their feces. “The puppies are small but healthy, the mother is already thin” remembers Elisabeth.

An FFP2 mask for cleaning

He fed them, cleaned the apartment and took the animals. “I put the puppies in a crate on wheels and took them to the park next door”. He meets Angèle, who replaces Elisabeth, who works during the day.

“He gave me the keys, I went there for several days”. He also went down to inspect the apartment “with an FFP2 mask”, feed and take the animals. The two women passed the baton, “one watching the dogs outside, the other scrubbing” Elisabeth said. “But I have to stop, I’m in the exam period, continued Angèle”.

The owner of the dogs did not give any sign of life on May 9, as he promised. Elisabeth: “we continue to take care of it at our expense and to clean the place”.

They issued an ultimatum

Two days later, the two women contacted the owner of the apartment, who was surprised, then reached the tenant’s boyfriend by text message “by issuing an ultimatum: if he does not return, we will call the SPA, Elizabeth remembered. Five minutes later, he was there. The man immediately took the keys.

On May 13, sad that no one came to the apartment and that the smells invaded the stairs, the two women reported the facts to the SPA, without visible results.

Then Angèle says that “she and her boyfriend come every now and then, five minutes, without taking the dogs”. Elisabeth eventually learned that eight of the eleven puppies had been sold. “I thought to myself that the dogs were saved. And then, we can’t watch all the time…”

Now, he regrets not doing anything for these animals. “But what else can we do?” » Now, the four animals have recovered at the SPA, much to the relief of the two women. The abusive owner, after being taken into police custody, will be tried in December.

At Couzeix SPA, we cannot, at this time, confirm whether a report of abuse was actually recorded in May. “Let’s look at it,” explained Danièle Roig, secretary of the association’s office. In any case, the reports are considered, an investigation is carried out but it is not always easy to do. People have to be ready to let us in and if the police don’t help us, we can’t go in. A fiscal opinion may also be required for the SPA to operate.
The procedures are complex and the SPA has been increasingly overwhelmed in recent weeks. “For example, we have a lot of category 1 dogs,” continues Danièle Roig. Detention of attack dogs, including the three seized puppies, is highly regulated. They are forbidden to sell, import or introduce in France. But there is a parallel market for their reproduction, “female dogs that produce puppies in cellars, for clandestine breeding. People buy them but realize, when the dogs grow up, that they are not in good condition of the law”.
